全山石艺术中心是由全山石艺术基金会支助下的民办公益性油画艺术研究和展示机构。

       全山石艺术基金会是由中国开氏集团有限公司董事长项兴良先生发起，于2011年经浙江省民政厅核准创立。浙江省文学艺术界联合会为其业务主管单位。它是一个具有法人资格的非营利性、非公募的社会公益性基金会。

       基金会接受油画家全山石教授各历史阶段代表性作品的捐赠，通过建立“全山石艺术中心”，为艺术家提供研究油画本体语言和探索具有民族精神、时代特色和个人风貌的油画平台；培养青年油画家并设立“全山石油画奖”；以提高与普及相结合的方式，不断举办各类油画展览，并进行专题学术讲座、研究和交流，为推进中国油画的发展作出自己的贡献。基金会将在经济上、物质上确保“艺术中心”开展各项活动和日常运作。

       基金会的决策和执行机构是理事会。理事会由企业家、艺术家、律师、经济师等各方人士组成。理事会全体会议是最高权力机构，理事长为法人代表，理事会根据国家有关法律制定基金会章程、计划、基金管理、运作、使用等各项事宜。基金会受国家法律保护和主管部门监督。

       基金会接受社会各界的捐赠，欢迎以各种不同方式对基金会的支持和帮助，对捐赠者签署具有法律效应的协议书确保合法，如捐款、捐赠艺术作品协议书、作品代为保管协议书等。

       随着国家的改革开放和发展，吸取民间资金支持文化艺术事业已成为与时俱进的新举措。艺术基金会在我国还是新生事物，需要通过实践不断完善、更需国家政策的支持，使基金会朝着更加活跃更加稳定健康的道路上发展，为我国的文化艺术事业的繁荣发挥其更有效的作用。

Introduction

Quan Shanshi Art Foundation was wholly funded and initiated by Mr. Xiang Xingliang from the Kings Group Co., Ltd. in 2011.  The foundation was approved by Zhejiang Provincial Department of Civil Affairs and its business was in the charge of Zhejiang Federation of Literary and Art Circles. It is a non-profit and non-public social welfare foundation with a legal person status.

By accepting oil painting donations from Professor Quan Shanshi, which represents different historical stages of his art life and establishing Quan Shanshi Art Center, the foundation aims to build a platform for artists to research oil painting ontology and explore national spirit, characteristics from history, and personal style. The foundation also established the Quan Shanshi Oil Painting Prize to train young oil painters.  It organizes exhibitions, hold special academic seminars, and research to promote the development of Chinese oil painting.  The foundation provides financial support to ensure that the art center will carry out the activities and day-to-day operations.

The decision-making and executive body of the Foundation is the Foundation Council, which consists of entrepreneurs, artists, lawyers, economists and other parties.  The general meeting of the Foundation Council is the highest authority, and the chairman of Council shall be the Legal Representative. The Council shall stipulate Foundation’s articles of association, plans,, the management, operation and use of fund in accordance with relevant laws and regulations. The Foundation shall be protected by law and be supervised by competent authorities.

Foundation accepts donations from the community and welcomes any support.  The donors sign a legally binding agreement to ensure the legitimacy of the donations, such as donation agreement, works of arts donation agreement, and works of arts custodian agreement.

Absobing private funds to support the arts has become a new initiative since China’s reform. As art foundation is still a new thing in China, it needs continuous improvement through practices and policy support from the government, Such improvement and support will help the Foundation to develop in more active and healthy way and play a more effective role   in the promotion of the prosperity of our arts and culture.
